Council urges support for troops coming home

Area National Guard troops that have been in Iraq for the past 11 months will be returning to Nevada Friday morning and Nevada Mayor Brian Leonard issued a proclamation during Tuesday evening's city council meeting urging Nevada residents to show their support for the sacrifices they made.

The proclamation says that "All citizens, clubs, businesses and news media (are asked) to help celebrate their homecoming by tying yellow ribbons, displaying signs, banners, marquees, and helping us show our appreciation in honoring their safe return to their families and community."

"They will be arriving at the National Guard Armory at about 11 a.m.," Leonard said.

The Armory is located at 1400 W. Cherry Street.

In other business the council:

* Reappointed Sandy Thomas to a second term on the Nevada Regional Medical Center board of directors. Thomas' three-year term will end in 2008.

* Appointed Robin Fisher to a four-year term on the Nevada Housing Authority. Her term will end in January 2010.

* Reappointed David McKinney to a fourth term on the electrical board. His term will end in November 2008.

* Reappointed Perry Cash to a fourth term on the electrical board ending in November 2008.

* Reappointed Jim Pryor to a second term on the electrical board ending in November 2008.

* Adopted Resolution No. 1143 stating the Nevada City Council's support for retaining the modern instrument approach procedure at the Nevada Municipal Airport and that council requests that Missouri Department of Transportation reconsider their proposal to cancel use of this system in Nevada. The GPS Rwy 20 instrument approach system currently available at the airport is used by most local pilots and they are not familiar with the alternative systems that are available at Nevada's airport.

* Approved renewing the city's airport liability insurance with Phoenix/Old Republic Insurance for a total annual cost of $3,375 through Renwick Insurance. The insurance will run from Jan. 14, 2006, through Jan.14, 2007.

* Approved paying a total of $7,784.18 from the city's tourism fund to pay for the following tourism related projects: $2,796.58 to Patty Becraft Web Designs for designing and hosting a tourism Web site for Nevada, $2,362.50 to CTM Brochure Display for brochure display servicing and $$2,625.10 to Sutherland Printing for maps. The city's tourism fund will be reimbursed for $3,866 of the total cost from a Missouri co-op tourism grant.

* Passed on first reading a special ordinance approving a change in the zoning for the property at 708 N. Ash from R-1 single family to R-2 two family at the request of Cynthia Thompson. Thompson plans to convert the existing two-story house into a duplex.

* Passed on first reading a general ordinance to amend Sections 19-106 though 19-110 and 19-125.1 of the city code to provide clear guidelines for establishing loading zones in the city and to list the current locations of loading zones.

* Passed on first reading a general ordinance approving revision number 3 to the 2005 annual budget to bring the budget up to date.

* Gave final approval to a general ordinance requiring that all tourism grant applications that are submitted by tourism advisory board members or organizations they are affiliated with be considered by the city council for review instead of the tourism board to prevent any appearance of conflict of interest. The ordinance also requires the tourism board to meet in city facilities.

* Passed on second reading a special ordinance approving a service contract with Garwood Wrecker Service to provide wrecker service for the city, contingent on background checks conducted, showing no felony arrests or convictions.

* Passed on second reading a general ordinance correcting an error in taxi rates for delivering packages without a passenger. The correct rate should be $4.75 for the delivery of two packages instead of $4.25.

* Passed on second reading a special ordinance accepting the conveyance of a sanitary sewer line servicing Marmaduke Estates, on former Nevada State Hospital property, to the city so an occupancy permit can be issued for the newest home built in the subdivision.

* Passed on second reading a special ordinance approving a letter of agreement for Phase I services for the Nevada park improvement plan.

* The city council was updated on the city's proposed 2006 annual budget by finance director Ron Chandler. The proposed budget will be discussed at a public hearing on Dec. 23 at 7 p.m. in the city council chambers and should be voted on at a special council meeting next week.
