Request for waiver sparks debate on sale of fireworks

Tuesday night a hurriedly written ordinance to permit the sale of fireworks inside the city limits this year failed to garner the three votes needed to pass on first reading. The measure proposed by councilman Russ Kemm to permit the sale of fireworks, with certain restrictions, received favorable votes from Kemm and Dick Meyers and no votes from Bill Edmonds and Jim Rayburn. Bill Gillette was absent.
