Council agrees to land swap with R-5 school district

When the state of Missouri closed the Nevada State Hospital in the early 1990's they gave the Bowman Building to the Nevada R-5 School District. The state also gave much of the vacant property as well as the Ozark Building to the city of Nevada.

When the Nevada R-5 School District began to develop the Bowman Building in 1995 they needed a parking lot and at that time they made an agreement with the city to trade a similarly-sized lot the school district owned in the Klumpp Subdivision, located north of Highland Avenue, for property directly west of the Bowman Building.

Tuesday night the Nevada City Council voted 4-0 to give that lot back to the R-5 School District.

In 2001, to facilitate the Building Trades program at the Nevada Regional Technical Center, the R-5 School District built an educational building in the Klumpp Subdivision, Nevada City Manager Bill McGuire told the city council Tuesday night.

Unfortunately, they inadvertently built the structure partially on the lot the R-5 School District had traded to the city for the parking lot at the Bowman.

McGuire told the council that the school district has proposed giving the city another similarly sized vacant lot in the Klumpp Subdivision in exchange for the lot they traded the city in 1995.

"Could we declare the new lot a surplus property and sell it back to the school district?" asked Councilman Bill Gillette."I know they have more money than we do." McGuire said that would be a possibility.

"Have they considered buying the current city lot?" Councilman Tim Wells asked.

"I don't believe money has come up," McGuire said.

In other business the council:

* Voted to approve requesting bids for the following items: 15 Mueller Super Centurion Fire Hydrants; bulk fuel for off-road equipment for the parks and recreation and public works departments; three used dump trucks for the public works department; 3,360 feet of six inch diameter plastic pipe for the public works department; automotive fuel for city vehicles and health insurance for city employees.

* Voted to accept the total bid of $3,550 from Show-Me Products for shirts and hats for an estimated 700 participants in the city's summer recreation programs. The bid includes baseball shirts $4, adult shirts $5; hats $3; combo $7, adult $8. Soccer shirts $5; Fun With Sports shirts $3.50; Blastball shirts $3.50 each.

* Voted 4-0 to adopt Resolution No. 1220 sponsoring a grant application for the Council on Families in Crisis to the Missouri Department of Social Services/Division of Family Services for an Emergency Shelter Grant for the Moss House.

* Passed on second reading a special ordinance approving a $20,000 increase in the cost of the design phase of the wastewater treatment system improvements to include repairing the city's south interceptor sewer line.

* Passed on second reading a special ordinance increasing the cost of the new terminal building at the Nevada Municipal Airport by $1,800 to cover the cost of moving the electrical entrance and the HVAC condensation unit from the west side of the terminal to the north side and to extend the construction deadline for the building to June 15.

* Gave final approval to a special ordinance concluding the Neighborhood Improve-ment District assessment on property owned by Kelly Gray in the Country Club NID. This project, which resurfaced the streets at the Nevada Country Club and dedicated them to the city, was first NID project done by the city.
