Uniontown school board to discuss budget

UNIONTOWN, Kan. -- The USD 235 Board of Education is scheduled to conduct a public hearing on Monday concerning the republishing of the district's nearly $4 million budget.

During the meeting, scheduled for 7:30 p.m., Monday, in the Uniontown Junior Senior High School commons area, 601 Fifth St., the board will listen and answer any questions from the public regarding the amended 2007-'08 budget.

In February, the board voted to republish the budget due to an additional $42,478 in state funds the district received this year. That money is used to provide support for district at-risk programs, technology, academic remediation, and general academic instruction. The funds were acquired from the state and do not affect local taxes, district officials said.

U-235 received the extra money because the district exceeded the 40 percent free lunch status mandated by the state this year, which means that more students qualified for free or reduced price lunches. The situation resulted in added funding and the need for the district to republish the budget, officials said.

The district currently has nearly $4 million in budgeted expenses and transfers, and spends about $281,000 for its food service program; $551,000 for its special education program; $246,000 for its vocational education program; and more than $400,000 for district at-risk programs.

The budget also includes $553,000 in capital outlay spending; $720,000 through the district's local option budget; a mill levy of 20 mills; and $237,075 from Bourbon County taxpayers, according to district documents.

This year, the district also received about $144,000 in federal funds, $103,000 in gifts and grants, and a little more than $46,000 for the district's four-year-old at-risk preschool program, according to the documents.

The board plans to consider approval of the republished budget on Monday, and also plans to conduct the following business:

* Consider approval of the refinancing of a bond issue the district received in 1999 to fund the construction of the new building addition at Uniontown Junior Senior High School. The refinancing is beneficial to the district in that it creates a savings of about $70,000 over the life of the bonds. The district currently owes about $1.5 million on the bonds, and must pay the debt within 11 years, officials said.

* Hear administrative reports from USD 235 Superintendent Randy Rockhold, West Bourbon Elementary School Principal Marianna Daugherty, and UJSHS Principal Tracy Smith.

* Consider approval of the April treasurer's report.

* Consider approval of the athletic handbook for the 2008-09 school year.

* Consider approval of supplemental duty assignments for the 2008-09 school year.

* Consider approval of a trip the UJSHS Spanish Club plans to take next spring.

The board also has an executive session scheduled to discuss personnel matters. The next regular meeting is scheduled for June 23.
