Filing for council seats opens Oct. 14

The Nevada City Council voted unanimously Tuesday night to pass on first and second readings an emergency ordinance setting the 2009 city council general election for April 7, 2009 and the primary, if necessary, on Feb. 3, 2009. The ordinance needed to be considered as an emergency so it could be enacted before the filing period opens.

Any resident who wants to be a candidate for city council can file in the city clerks office, 110 S. Ash Street for the seats currently held by Bill Gillette and Jayne Novak starting on Tuesday, Oct. 14 at 9 a.m. The filing period ends Tuesday, Nov. 18, at 5 p.m.

In other business the council:

* Voted 5-0 to reject all of the bids for an old centrifuge press and sell it directly to a salvage yard. The estimated value is about $1,000 and all of the bids received were well below that amount.

* Voted 5-0 to pass on first reading a special ordinance approving a 50-year extension of the lease for the property where the City-County Community Center is located. This agreement will extend the lease until July 17, 2058, for the property at 200 N. Ash Street.

* Voted 5-0 to accept a $25,594 bid from Paving Maintenance Supply Inc., Lee's Summit, through the Missouri state procurement office for a melter applicator to seal cracks in the city streets.

* Voted 5-0 to pass on first reading a special ordinance approving the five-year lease/purchase agreement for a Tymco 600 BAH street sweeper from Bublitz Sales for five annual payments of $34,554.53, or a total cost of $172,772.65. The city's current street sweeper is 12 years old and needed over $20,000 in repair parts during the last two years.

* Passed on first reading a special ordinance approving an agreement with Vernon County to include the city's real estate and personal property tax billings with Vernon County's tax bills for 2008. It will cost the city $3,920.40 for this service.

* Passed on first reading a special ordinance approving a lease agreement with Young Iron & Metal Inc. for a 30-foot gooseneck trailer for metal recycling. The trailer was acquired by the city with a grant from Region M Solid Waste District over 10 years ago and is currently leased to Young Iron for no cost in exchange for providing metal recycling services for Nevada at a reasonable cost.

* Passed on first reading a special ordinance approving a licensing agreement with Vernon County for GIS data and data products. There is no cost to the city for this agreement.

* Voted 5-0 to make Dec. 26 a holiday for all city employees, except for emergency services employees.

* Voted 5-0 to give final approval to a special ordinance approving an agreement with Allgeier, Martin & Associates for miscellaneous engineering services.

* Passed on second reading a general ordinance amending Chapter 19, Section 123 of the city code to add a no parking zone at 117 S. Main to allow access to a garage owned by Curtis & Sons Real Estate.

* Passed on second reading a special ordinance approving a service agreement with Layne Christensen Company for repair services for the city's water wells. This agreement will give the city a guaranteed hourly rate and the priority service needed to provide an uninterrupted supply of water.

* Voted 5-0 to pass on second reading a special ordinance granting an easement to Kansas City Power and Light to provide utility services for the proposed enclosed shelter house in Marmaduke Park.

* Passed on second reading a special ordinance changing the zoning on property owned by Norma Cory at 205 S. Adams from C-0, non-retaill, to C-1, local business, so she can continue to operate her Tropical Sno business at that location.

* Voted 5-0 to give final approval to a general ordinance adopting and enacting the city's financial disclosure regulations.
