"I really feel the current had a pretty good mix. I regret that she won't be with us. Opportunities come up and she did not expect this a year ago," Mayor Mike Hutchens said.
Wilson, who had just completed her first year on the council, said in her letter of resignation that she is moving into a new home closer to her daughter that is just outside the city limits and in accordance with the City Charter she tendered her resignation from the council.
Since Wilson still had 18 months remaining of her three-year council term, Section 3.6(c) of the City Charter requires that the city hold a special election to fill the unexpired term.
To meet that requirement the council voted 3-0 to hold a special election Nov. 3 to fill the vacancy. Filing for the one, two-year term will open July 14 at 8 a.m. and close on Tuesday, Aug. 18 at 5 p.m.
In a related matter the council started the process of hiring a permanent city manager by voting to appoint Kate Long, John Flynn, James Stacy, Jeremy Fast and Bryan Breckenridge to a committee to compare applications to a written profile developed by the council based on questionnaires filled out by each council member.
The council will likely start advertising for candidates after their first meeting in July and accept applications until the end of September or October.
In other business, the council:
* Voted 3-0 to give final approval to a special ordinance extending the contract with interim city manager until June 1, 2010.
* Voted 3-0 to pass on second reading a special ordinance approving a change order to the city's contract with Rosetta Construction for the construction of the city's west interceptor sewer line. The line under U.S. Highway 54 is in good condition and does not need replacement and this change order reduces the contract by $7,146.06, to a total of $1,260,950.36. It also extends the completion date from April 18, 2009, to Oct. 20 2009, a total of 185 days, to accommodate delays associated with the acquisition of easement rights and high water conditions.
* Voted 3-0 to pass on second reading a special ordinance setting the fee structure for the Marmaduke Park Community Building. All users of the facility must pay a $100 cleaning and security deposit. Non-profit, local governments, civic and service clubs and religious organizations will be charged $25 for a two-hour block, with a $10 charge for each additional hour after the first four hours. Public use will be charged at the rate of $37.50 for the first two hours or $75 for four hours and $10 for each additional hour after four hours. Charges must be paid prior to reservation. Business will be charged $50 for the first two hour block and $100 for four hours. Each additional hour will be charged $10 for each additional hour after four hours.
* Voted 3-0 to approve a liquor-by-the-drink license for the Cherry Street Bistro, 127 E. Cherry St.
* Voted 3-0 to approve a right-of-way solicitor application for the Nevada Fighters Local 3031 for Sept. 4-7 for a boot block at the Osage and Austin boulevard intersection. The money raise will be donated to the Muscular Dystrophy Association for research.

Isn't it sad that the people we elect to take care of business have to create a committee to do their work for them. Filling the position of city manager is the city council's right and responsibility. To delegate that to others is weak in my opinion.
How can we expect them to do their own work when we can't even expect some of them to show up at the meetings. We understand them missing a meeting now and then, but to not show up for weeks at a time,shows how they consider the meeting to just be a huge inconvenience for them. Maybe it's time for them to turn it over to someone who really cares about our fair city.
I think it is a shame that not only is the United States no longer a Christian Nation; Nevada,Mo has followed suit. I remember at one time the city council said no alcohol on the square. Now, they have voted and said it is wonderful. I wish someone would explain to me why we try to teach our kids that drinking and driving is wrong, but it is ok if you are upper class and you drink it with a meal. Something is very wrong here.
Just because you like to have a drink with dinner make you a non Christian.....WOW how unchristian is that remark. Drinking alcohol is NOT a sin, it's the gluttony and drinking in excess that is not looked upon favorably. This town is ridiculous when it continues to condemn alcohol and bars as the source of all evil. I know plenty of "non drinkers" that are MUCH less Christian than those that like to have have a toddie now and again. WAKE UP PEOPLE!!
I agree with Nevadan...Setting up a committee to "compare" questionnaires? If the council, which is barely making quorum after one resigned and another shuffled commitments, can't do the job they were elected to do, then maybe it's time to revisit the charter. I say begin a petition to create a committee to draft a new charter that would instill responsibility and commitment to Nevada city government. Take the power away from the city manager, it obviously hasn't worked, and give the mayor's seat more responsibility than just a honorary seat to present certificates of appreciation. Of course, you'd want a mayor who could separate church and state and actually make a decision and not sit there looking around for someone else to suggest action.
Perhaps those who have issues with the mayor and the city council should stop complaining and run for the open seat.
