VCAD approves $1.48 million budget

At a Tuesday, mid-day meeting, the Vernon County Ambulance District board of directors voted to approve a $1.48 million dollar budget for the 2016-17 fiscal, year, which begins July 1.

"There is no legal requirement to amend and close the old budget before opening the new budget," said VCAD director, Leland Splitter. Board treasurer Chris Mason said he had been working with Splitter on the budget for the coming year and they had obtained tax revenue amounts from the county records, which helped in planning for the coming year.

The 2016-17 budget anticipates $1,480,200 in total operating revenue. VCAD expects to receive $1,044,000 from trip charges to patients, $395,000 from tax collections, and $41,200 from other revenue streams.

Compensation and benefits will be the largest expenditure totaling $887,000. Other notable expenditures include $103,200 to Heritage State Bank on the loan used to pay off the federal tax lien, and a $30,500 final payment for Medic 5.

"I feel pretty confident we have valid numbers," Mason said.

The 2015-16 budget will be left open to allow the financial records to be reconstructed.

The board voted 4-0 to adopt the proposed 2016-17 budget. Chairperson Mark Humphrey was not present.

* In other business, the board voted 4-0 to approve a $3,000 payment to The CPA Firm of Cory Gayman, CPA to reconstruct the 33 months of financial records from July 2014 to March 2016.

"This is for The CPA Firm to rebuild the accounting records so we know exactly what happened," Mason said.

* The board voted 4-0 to table two policy changes concerning public confidence and personal financial reports, and Medicare/contractor code of conduct until the July meeting.

* The board voted 4-0 to adopt an ordinance regarding the Office of Inspector General exclusion list.

"You have to work to get on the list," said Denise Hopkins. Being listed on the exclusion list precludes a person from volunteering for, working for, or being a member of the board for entities like VCAD. Individuals are only placed on the list after being convicted of certain crimes. Entities like VCAD that fail to exclude persons on the list from participation in the organization are subject to being excluded from all federal healthcare reimbursement programs like Medicare.
