Council on track to pass PDMP

The Nevada City Council moved one step closer to have a prescription drug monitoring program in place when it voted 5-0 to give preliminary approval to a general ordinance that will add Chapter 42, to the city code -- Public Health and Safety -- Mitigation of Drug Addiction.

"This is a big victory for us. It demonstrates we are willing to tackle difficult issues to make our community a better place," Nevada City Manager JD Kehrman, said.

Kehrman said it is even more impressive since two weeks ago most of the people here had never heard anything about this.

The monitoring program will allow prescription writers and pharmacists to see if patients are getting multiple prescriptions for opioids from multiple doctors.

"It's been a very exciting thing to be part of," Kehrman said.

In other business the council:

* Voted 5-0, to accept the sole complete bid of $7,600 from The Pool Guy, Nevada for the 2017 chemical needs for Walton Pool.

* Voted 5-0, to accept the bids from Fugate Motors, El Dorado Springs, for two work trucks -- a truck with a regular cab and a diesel motor, for $47,994, and a truck with a crew cab and a gas motor for $41,937.

* Voted 5-0, to accept the bid of $28,431 from Fugate Motors, for a new one-half ton extended cab 4X4 pickup truck to be used by the water treatment department for general daily work activities.

* Voted 5-0, to accept the bid of $27,630 from Fugate Motors, for a new 2017 Ford three-quarter ton truck for use by the wastewater department for general daily work activities.

* Voted 5-0, to approve the appointment of Sara Nadurata to the park board to complete the term of Allison Osborn, which expires June 2018.

* Voted 5-0, to approve the appointment of Crystie Braden to the housing authority board to replace Frankie Davis. Braden's term expires January 2021.

* Voted 5-0, to approve the appointment of David Heumader to the housing authority board to replace Jennifer Thomas. Heumader's term expires in January 2021.

* Voted 5-0, to pass on first reading a special ordinance declaring three items of city property as surplus property so they can be disposed of. Items include a 30-foot gooseneck trailer, a 16-foot by 6 foot 1999 Doolittle Black Bobcat trailer, and a 1995 Ford F250 pickup.

* Voted 5-0, to pass on first reading a special ordinance approving a contract with the Vernon County Collector-Treasurer for the collection of city of Nevada property tax. The cost to the city will be, 1 percent of all current taxes collected and 4 percent of all delinquent taxes collected. The collector will be allowed a 7 percent add on penalty charge on all accounts collected from taxpayers on delinquent city taxes.

* Voted 5-0, to pass on first reading a special ordinance approving a facility use agreement for the Nevada Neptunes Swim Team's use of Walton Pool. The Neptunes will be charged $15 per hour for light usage, $12 per hour per lifeguard for two lifeguards, and $15 per hour for a pool manager during practices. During swim meets the Neptunes must pay a fee of $15 per hour for a pool manager and $12 per hour per lifeguard as required. There will also an hourly charge of $10 per hour for a concession stand worker if the Neptunes want the concession stand run during swim meets.

* Voted 5-0, to pass on first reading a special ordinance accepting a sewer main and releasing the former easement at the new Dollar General Store at 1600 W. Austin Boulevard.

* Voted 5-0, to pass on second reading a special ordinance vacating utility easements on property owned by Seth Barrett on Timberbrook. Drive.

* Voted 5-0, to pass on second reading a special ordinance rezoning property at the southwest corner of Nicholson and Jefferson streets and the northwest corner of Division and Jefferson streets from R-1 single family residential to R-3 apartment house to allow Christie Rodrigues to purchase the property from Ron Schulze and improve the area.

* Voted 5-0, to give final approval to a special ordinance setting a fee schedule for the use of the Frank E. Peters Municipal Golf Course.

* Voted 5-0, to pass on second reading a special ordinance approving a mutual agreement with the Nevada Country Club relating to the mutual release of obligations for repairs to the Country Club property in exchange for a $12,000 payment from the city and concessions from Rosetta Construction. Rosetta agrees to concede $6,500 in expenses from the SRF construction agreement, which brings the city's net cost of this agreement to $5,500.

* Voted 5-0, to give final approval to a special ordinance accepting the $62,417 bid from Quality Pools LLC, Harrisonville, to caulk and paint Walton Pool.

* Voted 5-0, to pass on second reading a special ordinance approving change order No. 4 to an agreement with Rosetta Construction LLC, Springfield for improvements to the city's wastewater collection system. This change order does not change the cost of the project.
