Nevada council hears wastewater pretreatment presentation

Nevada City Council met in regular session Tuesday evening, with council members Brian Leonard, Ryan Watts, Carol Gallagher, Lyndon Eberhard and Mayor George Knox in attendance. Also present were City Treasurer Kristie Modlin, City Attorney Bill McCaffree, City Manager JD Kehrman and City Clerk Johnna Williams.

A resolution for wastewater pretreatment program modifications was tabled until next meeting, before which the council will have had a study session to review the proposed modifications and gain a better understanding of the situation. Engineer Kim Cole, KimHEC, will be available to answer questions during the study session.

Cole presented a slide show explaining the wastewater pretreatment program, the types of discharges and city responsibilities. Nevada’s permit expired in 2016 and reissuance requires stringent (Cole noted “unattainable”) nutrient limits on the Marmaton River. This will be covered more fully in a separate article in the next edition of the Nevada Daily Mail.

TJ Tubbs was appointed to the Planning Commission for a term will expiring in November, 2023.

Council voted to accept the bid for repairs in the 500 block of South Lynn, which has been closed for approximately two months. The storm tube bottoms have rusted away and have started collapsing and will be replaced with concrete boxes. Scurlock Industries was the only business to submit a bid. Following discussion, the bid for $16,800 was accepted.

An ordinance providing for the April 7, 2020 general election was passed on second reading with provisions for a February 4, 2020 primary if required. Two council seats are to be filled. Filing with the city clerk begins on October 15 at 8 a.m. and ends on November 19 at 5 p.m.

Bids were solicited for the lease of approximately 50 acres of hay land located at 16370 E. Lady Road. Don Dighero’s bid of $451 for a two-year lease was accepted. Dan Mosher’s bid of $6,250.00 for the lease of approximately 50 acres of crop land located at 16370 E. Lady Road was also accepted. After Eberhard asked where these were posted for bids, Modlin explained that she also took flyers to several places frequented by farmers who might be interested.

The City received a request for the installation of a new street light in the 1300 block of North Main Street during the August 6 council meeting. A Nevada Police staff study recommended installation of a new streetlight, which was approved.
