Proclamation declares Aug. 26, 2020 'Centennial of the 19th Amendment Celebration Day'

The Nevada City Council met in regular session Tuesday evening. At the top of the agenda was a proclamation by Mayor George Knox declaring Aug. 26, 2020, to be recognized as the "Centennial of the 19th Amendment Celebration Day."

According to the proclamation, "One-hundred and seventy-two years ago in 1848, the first Women's Rights Convention was held in Seneca Falls, N.Y., marking the beginning of the bold and courageous Women's Rights Movement to gain women the vote. On June 4, 1919, the United States Congress passed the 19th Amendment to the United States Constitution providing the vote for women and sent it to the states for ratification. On July 3, 1919, Governor Frederick Gardner signed the bill that made Missouri the 11th state to ratify the 19th Amendment.

One-hundred years ago on Aug. 26, 1920, the 19th Amendment was certified by U.S. Secretary of State Bainbridge Colby and became federal law. The City of Nevada recognizes that the American Association of University Women, founded in 1881, and its Missouri branches have long been supporters of women's rights, equity, and the 19th Amendment.

In Appointments to Boards and Commissions

• Consideration of appointment of Amanda Prine to the Park Board. Prine will be replacing Reyna Blakely, unexpired term expiring June 2022.

In old business

• Second reading of Bill No. 2020-064 approving a Depository Services Agreement for Governmental Entities with US Bank authorizing account signers for the Show-Me Court Clearing Account. The state of Missouri requires a new municipal division bank account to be used only for Show-Me Court receipts and disbursements. This ordinance will approve an agreement with US Bank for a new bank account and authorize the Municipal Court Administrator, Municipal Court Judge, and Municipal Court Clerk as signers. • Second reading of Bill No. 2020-065 levying general and special taxes in the City of Nevada, Mo., for the fiscal year 2020. The Missouri State Auditor computes the tax levy ceiling for each tax rate allowed under both the statutory limitations as set for in Section 137.073.2 RSMO, as well as the constitutional limitations under provisions of Article X, Section 22, of the Missouri Constitution (the Hancock Amendment). Assessed valuation decreased $389,887 causing the general rate tax ceiling to increase by .0054. The library rate is at the maximum approved voter rate of .2000, and the Parks and Recreation rate was voluntarily rolled back to zero. • Consideration of Resolution No. 1567 approving liquor license applications for the period of Aug. 1, 2020 through July 31, 2021. The following applicants meet the requirements of the Municipal Code Chapter 3 for a City liquor license: Reynolds Enterprises Inc. dba Capri Bowl Family Fun Center; and NPC International Inc. dba Pizza Hut. • Consideration of Resolution No. 1568 authorizing a waiver from the Provisions of Section 3-27 (a) Sale of Liquor Prohibited Near Schools, Churches, Parks for Marmaduke Park on Oct. 2 and 3, 2020 During Flannel Fest. Municipal Code Section 3-26 prohibits the sale of liquor within 100 feet of any public parkwith the exception of the Frank E. Peters Municipal Golf Course. Flannel Fest will be held Oct. 2 and 3 at Marmaduke Park. The Parks and Recreation Department and Park Board have sent positive recommendations for a waiver of Municipal Code Section 3-26 in order to allow a beer garden at the event. • Consideration of Resolution No. 1569 approving an application submitted by the Nevada/Vernon County Chamber of Commerce for a limited permit to sell malt liquors on Oct. 2 and 3, 2020. The Nevada/Vernon County Chamber of Commerce has applied for a permit to sell malt liquors during Flannel Fest at Marmaduke Park on Oct. 2 and 3, 2020.The beer garden will be located next to the Marmaduke Community Building parking lot. The city council then adjourned to an executive session for reasons in accordance with Section 610.021 RSMo., Subparagraph (1) Legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communications between a public governmental body or its representatives and its attorneys and Subparagraph (3) Hiring, firing, disciplining or promoting of particular employees by a public governmental body when personal information about the employee is discussed or recorded.
