Pauline Ratts Skaggs, 95, of Atlanta, Ga., passed away peacefully Thursday, Nov. 27, 2014, at Dekalb Medical Center, in Decatur, Ga. She was born in Sprague, Mo., on Jan. 20, 1919, as the first child of Harve and D'Ella Ratts. She married James L. Skaggs, of Thayer, Mo., on May 21, 1944, at the Sprague Christian Church.
