City to begin work on comprehensive plan

Walnut St. The building has been declared a dangerous building and the owner did not make the necessary repairs or demolish it before the Dec. 10 deadline. The Nevada City Council voted 5-0 Tuesday night to pay Shafer, Kline & Warren, $76,000 plus about $2,500 to cover out-of-pocket expenses like mileage, printing, lodging and meals, to update the city's comprehensive plan.

Jackie Carlson, Shafer, Kline & Warren, told the Nevada City Council that creating a comprehensive plan is important to a town because it creates a shared vision of the community and getting the public involved is key to getting a plan accepted by the community.

"It takes between nine months and a year on average to complete the process," Carlson said in response to a question from council member Mike Hutchens.

"I do feel they can assist us," Hutchens said.

In other business the council:

* Voted 5-0 to accept the $6,400 bid from Ameri-Source Services LLC, Fort Scott, Kan., to demolish the old First Baptist Church, 114 W. Walnut St. and to place a lien in the final amount on the property. The work will not begin until the city attorney approves the procedure.

* Voted 5-0 to pass on first reading a special ordinance approving new fees at the Frank E. Peters Municipal Golf Course, including an increase in the private golf car train fee from $354 to $436 for 2010 and increasing over a three-year period until it equals the cost of an annual pass with cart, which currently is $600.

* Voted 5-0 to pass on first reading a special ordinance approving a contract with the Western Missouri Dispatch 9-1-1 Center to provide dispatch services of the city public safety and public works departments at a cost of 60 percent of the total estimated operating costs for the period of Jan. 1, 2010 to Dec. 31, 2010, but not to exceed $350,000.

* Voted 5-0 to approve the purchase of a 2002 Ford Expedition for $9,300 from Missouri State Surplus to replace the 2000 Ford sedan currently used by the fire chief.

* Voted 5-0 to pass on first reading a special ordinance to increase the library expense budget by $37,676. This will allow the city to start to transfer the library taxes collected to the library during the same month they are received from the treasurer.

* Voted 4-1, with Brian Leonard voting no, to pass on first reading a special ordinance approving a contract with Jeffries Plumbing, Lamar, for preventive maintenance on the HVAC units in the City Hall. The one-year contract for twice-yearly maintenance will cost $476.97.

* Voted 5-0 to approve on first reading a contract with the Western Missouri 911 Dispatch Board for the city to handle their payroll for a cost of $150 per payroll.

* Voted 5-0 to approve on first reading charges for the usage of the ball fields at the Twin Lakes Complex for tournaments. The ordinance calls for a fee of $50 per day per field for field preparation and closing. If field lights are used there will be a $10 per hour, per field charge.

* Voted 5-0 to approve on first reading usage fees for the new community center. The charge to use the big gymnasium will be $200 per day and $100 per half day. The small gymnasium will cost $100 per day and $50 per half day. The concession stand will rent for $300 per day and $150 per half day for an organization to sell its own concessions. If the city operates the concessions there will be no charge, but the city will keep all proceeds.

* Voted 5-0 to approve on first reading changes to the fee structure at Walton Family Aquatics Center. The change will add a half season pass at the pool at a cost of $35 for an individual, and $15 for each immediate family member. A half season family pass will cost $80, for four or more immediate family members. The half season passes will be effective from opening day through July 4, or from July 5 through closing day.

* Voted 5-0 to give final approval to an addendum to the city's contract with Sprouls Construction, Inc. for the new airport terminal building. The addendum is needed to comply with Community Development Block Grant regulations.

* Voted 5-0 to pass on second reading a special ordinance approving a contract enabling the Missouri Safety Center to pay overtime for Nevada police officers to participate in five statewide campaigns targeting drunk drivers.

* Voted 5-0 to pass on first reading a special ordinance approving a contract with M-Nod Taxi and Shuttle to operate the city's taxi coupon program and be reimbursed by the city for coupon rides.
