Council OKs Alliance contract with 4-1 vote

Nevada City Council member James McKenzie said during a special meeting Tuesday that he still was opposed to hiring Alliance Water Resources to manage the city's water and sewer operations for the same reasons he stated during the last meeting.

"I'm asking the council to at least vote no. We can work this out in house," McKenzie said.

He said that the city should try providing the necessary training for the city employees to try to bring them up to speed.

"A five-year contract is a long time," he said, before the council voted 4-1 to give final approval to the contract to hire Alliance.

Mayor Jayne Novak, council members Seth Barrett, Sherry Steward voted yes; and Brian Leonard, reluctantly, voted yes; McKenzie voted no.

In other business the council:

* Voted 5-0 to pass on second reading a special ordinance approving an agreement to have MNOD Taxi and Shuttle to operate the city's public transportation and accessible van program in 2011. Under the agreement, MNOD will be reimbursed $6 for each taxi coupon and $16 for each accessible van coupon. The program is partially funded through the state's Public Transportation Grant Program.

* Voted 5-0 to give final approval to a special ordinance setting a $10 fee to reserve shelter houses in the city parks. Residents may use shelters without paying a fee, but availability will not be guaranteed.

* Voted 5-0 to pass on second reading a special ordinance setting the fees for the use of Walton Aquatic Center.

* Voted 5-0 to pass on second reading a special ordinance setting the fee structure for the use of the Franklin P. Norman City/County Community Center.

* Voted 5-0 to pass on second reading a special ordinance authorizing the city manager to close three city funds in the General Ledger: Nevada Area Economic Development Commission, DARE Trust and facilities maintenance.

* Voted 5-0 to give final approval to a special ordinance approving the execution of an engagement letter with Williams & Campo P.C. for land use legal matters. This is the law firm used and recommended by the city's insurance carrier for this purpose.
