Council hears audit report

The audit went very smoothly and the city staff were very cooperative and attentive, Rick Beeman, Trout Beeman & Company, told the Nevada City Council during his presentation of the city's 2010 Annual Audit Tuesday night.

Beeman said their job is to "render an opinion on the fairness of the city's financial statements, which he said is a 'clean opinion.'"

"That's the highest level of opinion we can issue," he said.

"Our opinion is that the financial statements are materially accurate," Beeman said.

The opinion of the city's audit firm issues is important to bond holders, city staff and future users of the report.

He said the staff at the city hall had a strong desire to learn.

"We did have suggestions and they were very responsive to them," Beeman said.

He said that they have developed a good relationship with the city staff. And it is an ongoing relationship, not one where they only have contact for the audit.

"Feel free to call about any issues that come up," Beeman told the council.

In other business the council:

* Voted 5-0 to pass on first reading a special ordinance approving an agreement with the Nevada Housing Authority for additional policing services, with the Housing Authority reimbursing the city for the officers' salary, benefits and mileage, not to exceed $25,000 for the period from July 2011 through June 2012. Carol Branham, Nevada Housing Authority director, said that this relationship had existed since before she became NHA director. "This is extra policing. It's not taking officers off the street. It's on their own time. The residents are starting to build a relationship with the officers," Branham said. The money to cover the reimbursement comes from a capital improvement grant the NHA has, and up to 10 percent or $25,000 can be used for this purpose.

* Voted 5-0 to pass on final reading a special ordinance approving a utility easement at Twin Lakes Sports Complex as requested by the city for Barton County Electric to run electric service to the new ball fields.

* Voted 5-0 to give final approval to a general ordinance adding a provision for adult daycare in areas zoned C-3, commercial district, in the Chapter 37 of the city code.
