Council postpones action on sewer request

JJ Curtis met with the Nevada City Council Tuesday night relative to a request for the city to annex his new building site into the city to get on city sewers.

Nevada City Manager JD Kehrman told the council that to annex the property, which is on the north side of the Deer Run development which has been annexed into the city, would take about 45 days and will require several public hearings and action by both the city council and the planning commission.

Kehrman told the council providing sewer will not cost the city anything.

"There is no needed expansion of the sewers," Kehrman said.

"I think it should be inside the city limits," council member Jayne Novak said.

She said that several developers have tried to get businesses to locate here but are told there is no interest because the city population is not growing.

Council members voted 5-0 to postpone consideration of allowing Curtis to connect to city sewers until the first council meeting in November.

In other business the council:

* Voted 5-0 to approve an emergency purchase of $32,212 for a new pump motor and other repairs on Well No. 3.

* Voted 5-0 to approve an emergency purchase not to exceed $8,000 from Dexter Pump Service for a logic control panel for the irrigation pump station at the Frank E. Peters Municipal Golf Course.

* Voted 5-0 to amend the tourism budget to account for expenses and revenues from the Downtown Criterium and Schoolyard Criterium cycle races held in July. The city made about $500 on the race.

* Voted 5-0 to adopt Resolution No. 1384 amending the address of VIPA's Thai Palace LLC liquor license.

* Voted 5-0 to pass on second reading a special ordinance approving change order No. 1 to the city's contract with Miller Construction LLC of El Dorado Springs for construction of a new clubhouse at the Frank E. Peters Municipal Golf Course. Change order increases the cost of the project from $373,633 to $377,133, a difference of $3,500. This includes changing the start date for the project to Aug. 26 and the completion date to Dec. 24, a construction period of 120 days, deducts $4,000 because of changes HVAC, thermostats and concrete testing, adding $500 to move the "borrow pit" for fill dirt and add $7,000 for the contractor to install the septic system, which is the same amount it would have cost the city workers to install the same system.

* Voted 5-0 to pass on second reading a special ordinance approving change order No. 2 to the city's contract with Miller Construction LLC from $377,133 to $381,133, a difference of $4,000 to add a second 200 amp electrical service to the clubhouse. Kehrman told the council the second service is necessary to provide future expansion of the clubhouse electrical system.

* Voted 5-0 to give final approval to a special ordinance setting term limits and the number of unexcused absences members of city boards, commissions and authorities.
