Phil Couch to retire after 32 years

Wednesday, March 29, 2017

Tim Platt, Bates County Treasurer/ex-officio Collector, regales those gathered at Phil Couch's retirement reception on Tuesday, with stories about the high esteem in which Couch is held by colleagues across the state. As witness to the truth of this statement, some 20 treasurers and collectors were on hand, literally from the four corners of the state, some driving 3.5 hours just to come. Couch was hailed for teaching many of his colleagues on how to do their job and how he had helped to write a good deal of legislation affecting treasurers and collectors in Missouri. From left, Wayne Scharnhorst, retired collector from Howell County; Platt; Joe Hardin, Vernon County Presiding Commissioner; Couch; Everett Wolfe, Vernon County Southern District Commissioner; and seated, Buss Faith, who held Couch's job from 1952-1968 and encouraged Couch to run.
