Police Week proclamation presented at Nevada City Council meeting

At the top of Tuesday evening's Nevada City Council meeting, Mayor George Knox read a proclamation declaring May 9-15, 2021, as National Police Week. The proclamation read, in part, "to observe the week of May 9-May 15, 2021, as Police Week with appropriate ceremonies and observances in which our community may join in commemorating police officers, past and present, who by their faithful and loyal devotion to their responsibilities have rendered a dedicated service to their communities and, in doing so, have established for themselves and enviable and eduring reputation for preserving the rights and security of all citizens."

In consideration of bids:

• Consideration of Bid from PWT for Water Treatment Chemicals in the not to exceed amount of $ 12,000. Antiscalant is a pretreatment water additive for reverse osmosis (RO) system that is highly effective in preventing the membranes from scaling. Before the feed water enters the reverse osmosis membrane, an antiscalant is injected into the water and sent through the system. This results is scale not forming as the water is being purified by the RO. The City is able to buy directly from the manufacturer — Professional Water Technologies (PWT) —instead of a distributor, resulting in an overall cost saving. An amount, not to exceed $12,000 is requested for SpectraGuard antiscalant from PWT. With a motion, a second, and a unanimous “yes” roll call vote, the bid was accepted.

In old business:

• Second reading of Bill No. 2021-029 a special ordinance of the City of Nevada Mo., authorizing agreement with H.W. Lochner, Inc of Kansas City, Mo., for design services. This ordinance will approve the aviation project consultant agreement with H.W. Lochner of Kansas City, Mo., for planning and design work related to the runway lighting project at the Nevada Municipal Airport. The agreement is in the amount of $75,000. This project is being funded by a grant administered by MoDOT Aviation, and budgeted in account No. 240-5-1800-429. With a motion, a second, and a unanimous “yes” roll call vote, the bill was placed on second reading.

• Second reading of Bill No. 2021-030 a special ordinance of the City of Nevada, Mo., authorizing the City Manager to execute any and all documents associated with Deep Well No. 4 replacement. Bid was approved on April 6, 2021 for a not-to-exceed amount of $80,000 with Layne Christensen Company for R/O Deep Well No. 4 pump and sleeve replacement at Cleveland and Adams. Due to time constraints this Ordinance will allow the City Manager to execute a change order if needed under the total not-to-exceed amount of $80,000 and completed all needed documentation related to the contract. With a motion, a second, and a unanimous “yes” roll call vote, the bill was placed on second reading.

• Second reading of Bill No. 2021-031 a special ordinance of the City of Nevada, Mo., authorizing the City Manager to execute any and all documents associated with sandblasting and painting of the Walton Aquatic Center Pool. Bid was approved on April 6, 2021, for a not-to-exceed amount of $75,000 with INSCO for sandblasting and painting at the Walton Aquatic Center. Due to time constraints this Ordinance will allow the City Manager to execute a change order if needed under the total not-to-exceed amount of $75,000 and completed all needed documentation related to the contract. With a motion, a second, and a unanimous “yes” roll call vote, the bill was placed on second reading.

• Second reading of Bill No. 2021-032 a special ordinance of the City of Nevada, Mo., authorizing the execution of a contract between the City of Nevada and the Missouri Highways and Transportation Commission providing for Design of the Runway Lighting Project at the Nevada Municipal Airport. This ordinance will authorize the grant agreement with MoDOT to fund the planning and design of the airport runway lighting project. This agreement provides for up to $75,000 for planning and design of the airport runway lighting project. This project is budgeted in account No. 240-5-1800-429. With a motion, a second, and a unanimous “yes” roll call vote, the bill was placed on second reading.

In new business:

• Consideration of Bill No. 2021-033 a special ordinance of the City of Nevada, Mo., approving a Depository Services Agreement with Commerce Bank and Authorizing Check Signers. This ordinance will authorize check signers for Commerce Bank equipment financing and financial services. With a motion, a second, and a unanimous “yes” roll call vote, the bill was placed on first reading.

• Consideration of Bill No. 2021-034 a special ordinance of the City of Nevada, Mo., approving the bid submitted by APAC-Central, Inc of Springfield, Mo., and authorizing the execution of an agreement with APAC-Central, Inc. for the 2021 Summer Sales Tax Street Improvements. Sealed bids were solicited for the 2021 Street Improvements with two companies responding with the following amounts: APAC-CENTRAL, Inc. of Springfield, Mo. — $466,950; and Blevins Asphalt of Mt. Vernon, Mo. — $546,500. The low bidder — APAC-CENTRAL, Inc. of Springfield — is recommended to complete the street improvements for the following 18 blocks in the amount of $466,950. The blocks include: 200 W. Arch; 100 N. Clay; 100 S. Clay; 100 W. Sycamore; 1000-1100 W. Floral; 600 W. Wight; 500-600 S. Lynn; 400 E. Edwards; 500 W. Ashland; 100 W. Atlantic; 100 S. Prewitt; 100-200 N. Prewitt; 1000-1200 N. Colorado; and 1400 W. Allison. With a motion, a second, three “yes” votes and two "no" votes, the bill was placed on first reading.
