Nevada City Council considers and approves bids

The Nevada City Council set out to tackle several new business items and consider a variety of bids during Tuesday evening's regular session meeting.

In consideration of bids:

• Consideration of Resolution No. 1610 A Resolution of the City Council of the City of Nevada, Missouri authorizing payment to Nevada Small Engine for a Hustler Hyperdrive 72” Side discharge commercial Zero-Turn Mower. Bids were solicited for 72” side discharge commercial zero-turn mower for the Twin Lakes Sports Complex and Frank E. Peters Municipal Golf Course. The following bids were received: Nevada Small Engine (Nevada, Mo.) — $14,549; Crossroads (Nevada, Mo.) — $14,318.44; and Heartland Tractor (Nevada, Mo.) — $14,850. Golf course staff is recommending the Hustler Hyperdrive 72" side discharge commercial zero-turn mower from Nevada Small Engine due to the engine is fuel-injected and carries a five year/1,200 hour comprehensive warranty and five year/3,000 hour warranty on pumps and motors. With a motion, a second, and a unanimous vote, the council approved the resolution.

• Consideration of Resolution No. 1612 A Resolution of the City Council of the City of Nevada, Mo., authorizing payment for a not to exceed amount of $30,000 for the public safety communication tower repair project. In early October 2021, police and fire radio communications started having issues resulting in radio calls breaking up and going dead. KA-Comm, Inc., Olathe, Kan., was contacted for an inspection of the radio repeaters mounted on the Center Water Tower. KA-Comm installed the tower and radio equipment in 2010. The October 2021 inspection from KA-Comm discovered water damaged cables and tower structure vulnerability. Three companies were contacted: KA-Comm (Olathe, Kan.); CDL (Pittsburg, Kan.); and KC Wireless (Independence, Mo.) to provide repair estimates. KA-Comm was the only one who provided an estimate. The delay from October 2021 to February 2022 was due to many factors: COVID, weather, equipment availability, and climber scheduling. This resolution is for a not-to-exceed amount of $30,000 for the Public Safety Communication Tower Repair Project. Repairs were completed on Thursday, Feb. 10, 2021. With a motion, a second, and a unanimous vote, the council approved the resolution.

• Consideration of Resolution No. 1613 A Resolution of the City Council of the City of Nevada, Mo., authorizing payment to JCI Industries, Lee’s Summit, Mo., for a Flygt 35HP submersible pump and a Flygt 45HP submersible pump. Pumps are a critical component to the wastewater system operations and the wastewater treatment department standardized on the Flygt brand due to past performance, warranties, and repair turnaround. Bids were solicited from Flygt distributors in the area. They included for the 35HP: JCI Industries (Lee's Summit, Mo.) — $37,645; and Independent Electric (Springfield, Mo.) — $43,363.93. For the 45HP, the bids included: JCI Industries (Lee's Summit, Mo.) — $45,249; and Independent Electric (Springfield, Mo.) — $55,008.34. The department recommends the lowest and best bidders of JCI Industries for a combined total of $82,894. With a motion, a second, and a unanimous vote, the council approved the resolution.

• Consideration of Resolution No. 1614 A Resolution of the City Council of the City of Nevada, Mo., authorizing payment to Scurlock Industries, Springfield, Mo., for Concrete Culvert pipe for the 300 block of North Adams. Bids were solicited for 97'.5" Linear Feet (LF) of 38"X60" Horizontal Elliptical Concrete Culvert Pipe. Three vendors were contacted with only one submitting a bid: Scurlock Industries (Springfield, Mo.) — $14,698.13. With a motion, a second, and a unanimous vote, the council approved the resolution.

In old business:

• Second reading of Bill No. 2022-007 an ordinance of the City of Nevada, Mo., approving the bid and authorizing the execution of a lease agreement for hay land located at 16370 E. Lady Road, between the City of Nevada, Mo., and Ron Amick. Bids were solicited for the lease of approximately 50 acres of hay land located at 16370 E. Lady Road (landfill). A notice to bidders was published and bid packets were mailed to previous bidders. The following bids were received: Rom Amick — $1,508.50; Gary Ashby — $1,500.07; Don Dighero — $616; Bill Miles — $502; Shane Balk — $501; and Brad Brandt — $500. This is a two-year lease beginning Feb. 1, 2022, and ending Dec. 31, 2024. With a motion, a second, and a unanimous vote, the council placed the bill on second reading.

• Second reading of Bill No. 2022-008 an ordinance of the City of Nevada, Mo., approving the bid and authorizing the execution of a lease agreement for crop land located at 16370 E. Lady Road, between the City of Nevada, Mo., and Shane Balk. A notice to bidders was published and bid packets were mailed to previous bidders. The following bids were received: Shane Balk — $7,301; Justin Vickers — $7,100; Dan Mosher — $6,750; and Daniel Amick — $2,000. This is a two-year lease beginning Feb. 1, 2022, ending Dec. 31, 2024. With a motion, a second, and a unanimous vote, the council placed the bill on second reading.

In new business:

• Consideration of Bill No. 2022-010 – A special Technical Correction Ordinance concerning errors made on meeting minutes from July 2021 Council Meeting Minutes. With a motion, a second, and a unanimous vote, the council placed the bill on first reading.

• Consideration of Bill No. 2022-011 – A Special Ordinance amending the 5-Year Capital Improvement Plan (CIP) approved by Ordinance 8460. This ordinance will amend the 5-year CIP that was included in the 2022 Budget and approved by Ordinance 8460. The Planning Commission voted at their Feb. 8, 2022, meeting to send their recommendations to be included in the Five-Year Capital Improvement Plan (CIP). Their Recommendations include, but not limited to: Area improvements along E Austin and the Walmart area; Long Term planning for the North Campus (Former State Hospital) area; Housing; and sidewalk improvements along East Austin. With a motion, a second, and a unanimous vote, the council placed the bill on first reading.

• Consideration of Bill No. 2022-012– A Special Ordinance allowing the “Show Me Green Tax Holiday” to apply to the local sales taxes of the City of Nevada between April 19 and April 25, 2022. The Show Me Green Sales Tax Holiday exempts state sales tax on retail sales of qualifying energy star certified new appliances, up to $1,500 per appliance, during a seven-day period beginning at 12:01 a.m. on April 19, 2022, and ending at midnight on April 25, 2022. The following energy star certified appliances qualify for the holiday: clothes washers and dryers, water heaters, trash compactors, dishwashers, conventional ovens, ranges, stoves, air conditioners, furnaces, refrigerators and freezers. With Council member Carol Gallagher motioning, there was no second, so the bill died.

• Consideration of Resolution No. 1611 – A Resolution approving the issuance of multifamily housing revenue bonds for the purpose of financing or refinancing the acquisition, construction, improvement, and equipping of Elmwood Estates Apartments at 1102 N. Elm Street, Nevada, Mo., and certain other matters relating thereto. The council must approve the issuance of the Bonds because the project is to be located within the jurisdiction of the City of Nevada, Mo. With a motion, a second, and a unanimous vote, the council approved the resolution.

• Consideration of Bill No. 2022-013 A Special Ordinance of the City of Nevada, Mo., authorizing the execution of an agreement between the City of Nevada and the Missouri Highway and Transportation commission for design runway 13/31 and apron connecting taxiway reconstruction. This ordinance will authorize the agreement with MoDOT for Design Runway 13/31 and Apron Connecting Taxiway Reconstruction; Design Underdrain System in the amount of $18,337. With a motion, a second, and a unanimous vote, the council placed the bill on first reading.
