Nevada City Council considers management agreement for city golf course

The Nevada City Council held its regular session meeting on Tuesday, March 7, in the council chambers. The meeting had a number of items on the tentative agenda, including appointments to boards and commissions, consideration of bids, old business, and new business.

The first item on the agenda was the appointment of Merry White to the Park Board. White's appointment was considered and approved by the council. Her term will expire in March 2026.

The council then moved on to consideration of bids. Two resolutions were considered, the first being Resolution No. 1697. The resolution involved the acceptance of the bid and authorization of payment to Clifford Power, Independence, Mo., for the yearly maintenance of city owned generators. The bid was not to exceed $20,000. With a motion, and a second, the council unanimously approved the resolution.

The second bid considered was Resolution No. 1698. This resolution involved the acceptance of the bid and authorization of payment to R.E. Pedrotti Company Inc., Mission, Kan., for the SCADA PC upgrade at the Wastewater Treatment Plant. This is a sole proprietor bid. The scope includes the upgrade to the SCADA desktop PC, along with version upgrades of AVEVA Wonderware and updated Win-911 Alarming software. A new historian license will also be included to allow for daily flow reporting. With a motion, and a second, the council unanimously approved the resolution.

The meeting then moved on to old business. Two special ordinances were considered. The first was Bill No. 2023-013. This special ordinance authorized the execution of a public services agreement with the Nevada/Vernon County Chamber of Commerce for tourism operations. The agreement approved contracting with the Nevada/Vernon County Chamber of Commerce to provide support for tourism operations, including the operation of the Tourism Visitor Center. The funding by the City of Nevada, up to $50,000, will come from the City’s Tourism Fund. With a motion, and a second, the council unanimously passed the ordinance.

The second special ordinance considered was Bill No. 2023-014. This ordinance authorized the execution of an agreement with KIMHEC of St. Louis, Mo., for consulting services. The consulting services would be related to the city’s Pretreatment Program and Permitting process. The council unanimously approved the ordinance.

The most significant portion of the meeting was devoted to new business items, which included a public hearing on proposed zoning changes and consideration of several bills related to these changes.

The proposed zoning changes involve six properties in Nevada, including 200, 201, and 203 South Alma; 1320 E. Austin; 202 South Indiana; and 1300 E. Nicholson. The proposed changes would rezone these properties from M-1 (Light Industrial) to C-3 (Commercial District) or from R-1 (Single Family Dwelling) to C-3 (Commercial District).

The Council considered six bills related to these proposed zoning changes, including Bill No. 2023-015, which would change the zoning district map at 200 S. Alma; Bill No. 2023-016, which would change the zoning district map at 201 S. Alma; Bill No. 2023-017, which would change the zoning district map at 203 S. Alma; Bill No. 2023-018, which would change the zoning district map at 1320 E. Austin; Bill No. 2023-019, which would change the zoning district map at 202 S. Indiana; and Bill No. 2023-020, which would change the zoning district map at 1300 E. Nicholson. The council unanimously approved all of the ordinances.

The council then considered two general ordinances including Bill No. 2023-021, which would amend Chapter 19 of the Municipal Code, and Bill No. 2023-022, which would amend Chapter 10 of the Municipal Code. With a motion, a second, and a unanimous vote, these were passed on first reading.

The council then considered two additional bills under new business. Bill No. 2023-023 was a special ordinance approving and authorizing the execution of a contract between the City of Nevada, and MAXIM Golf Solutions, LLC of Hartsburg, Mo. Proposals were requested from firms specializing in management of golf courses. Maxim Golf Solutions manages courses in Hartsburg, Chillicothe, Moberly, Warsaw, Mo., and Siloam Springs, Ark., as well as other courses. The term of the agreement states, “Maxim Golf shall operate the facility, which shall include, but not be limited to, the collection and disbursement of allmonies, the employment of all employees, the promotion and management of the golf course, the purchase and sale of food, beverages, merchandise, supplies and services, the purchase and maintenance of insurance coverage for its operations and equipment, the handling of disputes with third parties, the collection and payment of all appropriate taxes, the securing of all appropriate licenses, permits and approvals and the performance of all other day-to-day activities relative to the facility.” With a motion, a second, the council unanimously voted to table the item, pending more discussion with the city’s legal counsel.

The council then considered Bill No. 2023-024, a special ordinance authorizing the execution of a professional engineering agreement with Allgeier, Martin and Associates, Inc. of Joplin, Mo., for connecting Camp Clark Military training facility to the City of Nevada Sewer System. Proposals were published for 30 days (as per American Rescue Plan Act guidelines for engineering services) for the design and completion of the Camp Clark military training facility sewer system extension project. Funding for the sewer system extension consists of federal funds received by the state of Missouri pursuant to the American Rescue Plan Act (ARPA). With a motion, a second, and a unanimous vote, the bill passed on first reading.
