Nevada City Council approves bid for playground mulch

The Nevada City Council met in regular session Tuesday, at 7 p.m., in the council chamber. Starting off the meeting, the council motioned, seconded and unanimously approved Resolution No. 1725. This resolution accepts the bit and authorizes payment to Midwest Mulch for 650 cubic yards of Kiddie Kushion mulch. Four bids were received, with Midwest Mulch being the lowest. The bids included: Redbud Farm and Nursery ($15,715); Kansas City Composting ($25,200); Foster Brothers Wood Products ($13,617.50); and Midwest Mulch ($12,350). Nevada City Manager Mark Mitchell noted that the mulch was needed to bring all city playground areas up to current International Play Equipment Manufacturer's Association (IPEMA) and American Society for Testing and Materials (ASTM) safety standards and city insurance requirements. The bid also included the cost of delivery.

Next, the council heard the second reading of Bill No. 2023-044. This ordinance would award a special use permit for a short-term rental property at 314 E. Vernon St. The Planning Commission held a meeting on July 11 and voted to send a positive recommendation to issue the permit to Annastazia Buttorff. With a motion, a second, and a unanimous roll call vote, the council approved the ordinance.

The second item in old business was the second reading of Bill No. 2023-045. This special ordinance would award a special use permit for a short-term rental property at 716 W. Arch St. The Planning Commission also held a meeting on this request on July 11, and voted to send a positive recommendation to issue the permit to Daniel Stark. With a motion, a second, and a unanimous roll call vote, the council approved the ordinance.

In new business, the council considered Bill NO. 2023-047. This special ordinance approves the Public Transit Operating Assistance Grant Agreement with the Missouri Highways and Transportation Commission. It would authorize the application for financial assistance to partially fund the city's public transportation program for the period of July 1, 2023, to June 30, 2024. With a motion, a second, and a unanimous roll call vote, the council passed the ordinance on first reading.

The final new business item was the consideration of Resolution No. 1724. This resolution approves a Travel Portion of Right-of-Way application for the American Cancer Society, Inc. With a motion, a second, and a unanimous council vote, the resolution was approved.

The council adjourned to executive session at 7:51 p.m. The next council meeting will be at 7 p.m., Tuesday, Aug. 15.
