May 9-13 declared 'Economical Development Week' during Nevada City Council meeting

The Nevada City Council met in regular session Tuesday evening. Starting off the meeting, Mayor George Knox read a pair of proclamations.

The first proclamation declared May 9-13, 2022, as Economical Development Week. Mayor Knox read the proclamation, which noted, “Economic development promotes economic well-being and quality of life for the communities by creating, retaining, and expanding jobs that facilitate growth, enhance wealth, and provide a stable tax base.” He further stated, “The City of Nevada recognizes the week of May 9 through May 13, 2022, as Economic Development Week in support of the International Economic Development Council and Build VC (Vernon County Economic Development), and reminds individuals of the importance of this community celebration which supports expanding career opportunities and making lives better.”

Up next, the second proclamation of the evening declared May 15-21, 2022, as National Police Week. According to the proclamation, “The members of the Nevada Police Department play an essential role in safeguarding the rights and freedoms of the citizens of our community.” The proclamation asked that citizens of the City of Nevada, and all patriotic, civil and educational organizations observe the week of May 15-May 21, 2022, as Police Week “with appropriate observances in which our community may join in commemorating police officers, past and present, who by their faithful and loyal devotion to their responsibilities have rendered a dedicated service to their communities.”

In old business:

• Second reading of Bill No. 2022-027 – A Special Ordinance of the City of Nevada, Mo., authorizing an agreement between the City of Nevada and Sandra Stevenson for abatement of 711 East Lee. This ordinance will approve a Voluntary Abatement and Demolition Agreement between the City of Nevada and Sandra Stevenson, owner of the fire damaged dangerous building at 711 E. Lee. With a motion, a second, and a unanimous vote, the bill was placed on second reading.

• Second reading of Bill No. 2022-030– A Special Ordinance of the City of Nevada, Mo., approving a depository services agreement for Governmental Entities with US Bank authorizing check signers for the following accounts: General Operations and Payroll Clearing. This ordinance will approve Patricia Colin, Police Department, as a Check signer for General Operations and Payroll. With a motion, a second, and a unanimous vote, the bill was placed on second reading.

• Second reading of Bill No. 2022-035 – A Special Ordinance accepting the bid and authorizing the execution of an agreement with JoLee Hagerman of Hagerman Mowing for the 2022 Mowing Season for the Shooting Range. This ordinance will approve the Mowing Agreement with JoLeen Hagerman of Hagerman Mowing, Nevada, Mo. With a motion, a second, and a unanimous vote, the bill was placed on second reading.

• Second reading of Bill No. 2022-036 – A Special Ordinance accepting the bid and authorizing the execution of an agreement with Joe Hardin of Professional Lawn Care for the 2022 Mowing Season for the Marmaduke Fairways and Rough. This ordinance will approve the Mowing Agreement with Joe Hardin and Professional Lawn Care. With a motion, a second, and a unanimous vote, the bill was placed on second reading.

• Second reading of Bill No. 2022-037 – A Special Ordinance accepting the bid and authorizing the execution of an agreement with Leray Caldwell of Nevada, Mo., for cleaning services for City Hall, the Public Safety Buildings and surrounding areas. In the 2022 Approved Budget the Janitor position was removed and budgeted $20,000 for contract services. Bids were solicited and tours were given to various cleaning services as well as individuals who had a cleaning background. Facility Maintenance Department gave the tours and outlined the job duties for each location. The City conducted an interview and tour with Leray Caldwell as well as a background check. With a motion, a second, and a unanimous vote, the bill was placed on second reading.

• Second reading for Bill No. 2022-038 – An Ordinance amending Chapter 3 of the city code of the City of Nevada, Mo. This ordinance will approve an update of Chapter 3 pertaining to the sale, licensing, and use of alcoholic beverages in the City of Nevada. With a motion, a second, and a unanimous vote, the bill was tabled until the next meeting.

In new business:

• Consideration of Bill No. 2022-031 – A special ordinance accepting the bid and authorizing the execution of an agreement with Joe Hardin of Professional Lawn Care for the 2022 Mowing Season for Downtown Parking. This ordinance will approve the mowing agreement with Joe Hardin, Professional Lawn Care from Nevada, Mo., for downtown parking, based on a 26-week mowing season. Four bids were received and they included: Joe Hardin — $145/month; Applegate Carpentry — $295/month; J&C Mowing — $200/month; and Hagerman Mowing — $200/month. With a motion, a second, and a unanimous vote, the bill was placed on first reading.

• Consideration of Bill No. 2022-039 – A special ordinance of the City of Nevada, Mo., accepting the bid and authorizing the execution of an agreement with Core and Main of Blue Springs, Mo., for installation of a water meter AMI system. Five vendors submitted proposals and they included: Core & Maim (Blue Springs, Mo.) — $2,903,799.75; McInroy Contractors LLC (Nevada, Mo.) — $2,798,093; Consolidated Pipe & Supply Company Inc. (Valley Park, Mo.) — $2,852,905; and Goins Enterprises (Joplin, Mo.) — $3,355,558. It is the recommendation of Allgeier, Martin & Associates that the City of Nevada award the bid proposal project to Core and Main, in their proposed amount of $2,903,799.75. Core and Main has indicated they intend to enter into a contract with the City to complete the project and they appear capable of obtaining all necessary bonds and insurance and performing the work specified. City Manager Mark Mitchell noted that water rates have not increased since 2019 and they expect to propose a small increase for 2023. With a motion, a second, and four council members voting "yes," and council member Lyndon Eberhard voting "no," the bill was placed on first reading.

• Consideration of Bill No. 2022-040 – A special ordinance of the City of Nevada, Mo., authorizing the execution of an agreement with Curtis and Sons Auctions for the sale by auction of certain surplus real property. Proposals were requested by licensed auction companies with only Curtis & Sons Auction submitting a proposal. Curtis & Sons auction proposal includes the City of Nevada is responsible for the following: Advertising and staff cost of $1,700; 50 percent of closing fee; and title searches and insurance policy. The City recommends the disposal of 16 properties by auction and removing the parcel adjoining the White Grill property from sale and offer to owners for fair market value. With a motion, a second, and a unanimous vote, the bill was placed on first reading.

• Consideration of Resolution 1638 – A Resolution of the City of Nevada, Mo., accepting the award of the Missouri Law Enforcement Block Grant Purchase Request to purchase six Microsoft data terminals for the uniformed patrol division. The Nevada Police Department has been awarded a grant from the Missouri Department of Public Safety under the Local Law Enforcement Block Grant (LLEBG) to purchase six Microsoft Surface mobile data terminals for the uniformed patrol division. This equipment will replace existing mobile data terminals that were obtained through a grant in 2011. This grant includes funds in the amount of $9,780 for the equipment purchase. There is no local match requirement for this grant. With a motion, a second, and a unanimous vote, the resolution passed.
